The average time served for murder may be 11 years but this is not an average child abuse case.
From what I can see reading between the lines here we're talking about one of the very worst cases of child abuse and one involving very young children.

"Ian Watkins is the subject of police investigations in Germany and the USA, it has been revealed.
Watkins was sentenced today (December 18) in Cardiff Crown Court and was given a 29-year jail sentence as well as an extended license for six years after pleading guilty to 13 sexual offences. The first of his co-defendants, referred to as Mother A, received 14 years in prison while Mother B was sentenced to 17 years.
Detective Chief Inspector Peter Doyle, who was the Senior Investigation Officer on the case, has now said that the former Lostprophets singer is being investigated by other police forces around the world. this person is a very evil man, and should never be released from prison, but accepting that he is evil, can someone tell me why the mothers of these children were given such light sentences, IMO they are more evil than this man, and just what excuse could they give for their involvement in this horrendous crime ?
