Time To Come Down Real Hard?

In the third knife attack in a week involving children, police say the boys who attempted the robbery were between 12 and 15.

This is not a race thing before anyone jumps up and down, one white, two black (nice to see the races mixing I guess) but what will be the best way to combat this?

Why such a good description the white yob, does it mean that they haven't 'a cat in hells chance' of catching the other two?
