The trouble with it all being choice would be that the decent caring folk would have all the burden of helping whist the selfish merely gain by not carrying out what society might think is a moral duty. I prefer society's authorities to cover society's responsibilities, individuals can add extra if they are so inclined. Although the system should go with the prevailing opinion of the public, not some elite's decision.
