It's unusual; but anything up to a million people watch the race. If not one of them saw anything wrong, I'm in no position to say he cheated.
I'm not saying he didn't - it might just be rubbish reporting by the Express, too lazy to find out who made the claims.

Running is a sport where you will simply not be believed for such "performances" like this. In a game of football even I might fluke a magnificent volley from the halfway line beyond the despairing dive of the keeper. Once in a lifetime.
But in distance running it simply isn't possible for a journeyman jogger to turn in a sub 62-min half marathon.

I understood from the report I read (online somewhere, can't remember where) that in addition to the time differences that after the halfway mark some readings were missing from his record (I believe that all runners carry computer chips and their times are recorded automatically at several points on the course).
I've run this race a couple of times, if you're running the first half at about 2 hour pace then you are in the main body of runners, where it is very crowded at times and you feel that you are constantly trying to avoid being tripped up, so I cannot see any way in which he could have gone that fast over the second half whilst trying to weave through people.
