According to the chap on sky news a few days back (from the Government) it has gone on for years. Just been high lit lately due to murders absconding instead of petty criminals.

that's what happens when you put prisoners in Butlins. We need to get our penal system fit for purpose.

Easiest way is to outsource to Thailand. They know how to run a jail.
