Don't think it's fair to say Cameron's broken a promise. He just was never going to be able to keep it. I might as well promise to stop it raining.

Not strictly true, Jim. It's within the government's powers to control immigration from outside Europe.

Granted but as this figures show European migration is accounting for some astounding proportion of total migration, so unless he weasels out of it and says "I meant only non-EU immigration" then it was a promise that he'd never have been able to keep. At any rate I think it's fairer to say that he shouldn't have made the promise in the first place rather than that he's broken it, but I suppose that could be said to be splitting hairs.

It doesn't matter where the immigrants are coming from. If the influx from one area is greater, then in order to achieve his target, numbers from other areas should have been restricted. Too late now.

I think the point is that even if immigration from outside the EU were zero he'd still have missed the target though. As long as we are in the EU then setting a target on overall migration is pretty much pointless.

There's nothing he can do about the influx from the EU. Since because of that he is exceeding his target perhaps in order to limit immigration as far as is possible, he should say that we will only accept people from the EU. I wonder how that would go down?
