Are there tests to determine which type foetuses have?

That is ridiculous, the lad has severe mental limitation, their is no way he could function operating a till or in a stressful job in the kitchen. There are many people out there with learning disabilities doing such work, often cleaning floor and doing what most would see as menial tasks, at the end of the day someone has given them a break and trusted them and given them the opportunity to earn their own wage and to be a part of the community.
