It's not quite so easy to perform a snap inspection of a government department since they have branches all over the country. And anyway it's office work for the most part -- rather hard to assess how well that's being done in a single day before lunch. You would need, essentially, a whole layer of administrators devoted to monitoring the work of the other departments. A Department for Administrative Affairs, perhaps...
