It's idiotic. It's been living there for over five years, also the official's use of language when he says ' euthanasia is the 'best' course of action', clearly means there are other courses of action. I don't think its too much to hope for that just occasionally someone uses their common sense and writes on their report ' no deer present when I visited'. If we all lived by the letter of the law, we'd all be arrested on most days, you need some flexibility and common sense.
