I might have got this wrong but I have always understood that the great danger with any release of smallpox is that people would have no resistance to the disease, and the results could be cataclysmic. Which is why it is kept in two highly secure establishments. I still think it is worrying that vials of smallpox were found outside of these two places.

The virus is unstable at room temperature and needs to be refrigerated....
so is probably inactive. You could check if it is viable, but I cant imagine anyone would. [ would infect a rat/mouse or even an chicken-egg.... ]
In terms of immunity it is a once off disease
cow pox cross reacts but you need lots of that ( which we dont have)
'epidemic' doesnt mean everyone gets it at the same time, Mikie
