It makes sense to allocate a house based on the house merits and charge accordingly, not worry about how many folk are in there aside from allocating as best as one can at the time of allocation. This daft rule change is not working ! If there aren't any smaller properties to move to, why penalise people ? It was ill-thought out and the Libs shouldn't have sided with it in the first place.
