"the North West Fire Control is successfully handling all calls and mobilising all resources", says a spokesperson. since they have such faith in centralized control function operating mainly electronically, what would be there to stop the authority moving the control to India or Bulgaria?

north of Birmingham is Tamworth.
south of Birmingham is Tanworth.
in inner Birmingham is Balsall Heath.
down by the airport is Balsall Common.
there are two Willenhalls - one in Coventry, one in the black country.
how does someone whose first language is not English (or colloquial brummie even), make distinction between the above?

They donty, the computer will probably doit.
And they would do it in the same way as someone new to the area would do it.
Many of the people I work with in India speak better English than the English and certainly better than a load of foreigners living here in the UK some of whom dont even bother to learn the language.
In many Indian schools lessons (not just English) are taught using the English language apparently.
So, I think your language dig has nothing to do with your argument.
