I dont know SP, but that is why we (The West) pay people lots of money to be in public office; to work out a way.

Something has to be done, doing nothing is not an option or would you prefer that?

Doing something can actually be signicantly worse than doing nothing...although there hasn't been an occasion in the past half century when we have done nothing.
