straightforward analogy bu-bu. You have the wrong doer- junior doctor or priest and you have the line manager - fat controller in the officer or cardinal.
[ remember we are not saying the cardinal was the actual fiddler - we are saying he covered it up ]
and it is always always easier to crucify the wrong doer and usually very hard to get the men who were in charge and did nothing - er in this case the fat controller in the office or the cardinal.
