I heard the full story on this last night. What was being discussed was employing Disabled people who could not manage to do a job to the same standard as an able bodied person. The suggestion was that they should be paid partially by the employer with a top up being made by the government. Lord Freud may have expressed himself badly but the intention was NOT as it was reported yesterday.
