Tony Blair is an obvious example
I reckon his score on the test above would be through the roof.
1. GLIB and SUPERFICIAL CHARM A psychopath never gets tongue-tied.
2. GRANDIOSE SELF-WORTH -- a grossly inflated view of one's abilities
3. NEED FOR STIMULATION or PRONENESS TO BOREDOM
4. PATHOLOGICAL LYING
5. CONNING AND MANIPULATIVENESS-
6. LACK OF REMORSE OR GUILT
7. SHALLOW AFFECT -- emotional poverty or a limited range or depth of feelings
8. CALLOUSNESS and LACK OF EMPATHY
9. PARASITIC LIFESTYLE
10. POOR BEHAVIORAL CONTROLS -- expressions of irritability, annoyance
11. PROMISCUOUS SEXUAL BEHAVIOR sexual activity, fire-setting, glue-sniffing, alcohol use, and running away from home.
13. LACK OF REALISTIC, LONG-TERM GOALS
well that last one is born out by the excellent documentary last night on Afghanistan
seems to me Tony's got a full set!

It's nothing new. The link between Psychopathy and Leadership is well established:

In essence, people who are not influenced by emotion and have little empathy, can be more decisive.
That does not necessarily make them better leaders. It just means they do not dither and do not try to please everyone.
IDS might be a present day example. He is striving to reduce the Government's spend on welfare, and he does not deviate from his plan because it will make a lot of people's lives more horrible. He was a terrible leader of the Conservative Party, but that might just have been the fact that even psycopaths cannot lead a box of frogs.
