Before now, I have been on the receiving end of EU funds, it goes some like this...
1. EU says you can apply for up to £100k per annum to improve road safety.
2. You apply and get the funds.
3. You have a project but it only cost £90K so you have £10K that you need to spend.
4. This is when I usually get a call. I suggest good ways to spend the remaining money quickly.
It is not a waste because often the £10K achieves far better results than the £90K spent on the original project.

The same happens in most private businesses and local authorities. Budgets are allocated for projects beneficial to the business or council / Health Trust. At the end of the financial year, any underspend on the budget is reallocated.
