Historically right wing pin up Sir Jams Anderton said that the chinese area in Manchester was full of heroin and would be left to its own devices

and the chinese minority better educated than the caribbean minority, rose up as one and told him they paid their rates and so they damned well wanted the policing they paid for...

Sir Jams of blessed memory was stretched to capacity in chasing prostitutes and either moving them on or imprisoning them
