They do have hurricanes, but mostly see them coming and evacuate people as need be. This time they underestimated the scale of the storm, and the storm defences weren't good enough, so the levees broke. So the real problems happened beforehand.
Afterwards, therefore, they're having difficulties, but no more, I suspect, than Britain would if hit by a storm of similar magnitude. (That being a country where light snow stops the trains, right?)

There are differences to disasters of prvious years. For example when Florida was devastated, relief poured in, but it was wel known that the governor of Florida was the presidents brother.
The mayor of new orleans seems a right divi. leaving dykes breached for ten days is well....criminal negligence, now wonder the whole area is like the Florida keys.
Wht you do by the way, is get containers. the size you put on lorries, fill them with earth and put a whole lot of them in the breached levee, and that allows you to build a base in which to plug the gap.....
