She was carrying (legally, as she had a 'concealed weapons permit') a gun in her handbag, when her child reached into her bag, took the gun out and accidentally shot her.
Is there no regulation that states that the weapon should be carried safely, so that these incidents can't happen?

I'm surprised the safety catch was not on but I am not surprised it was loaded. After all what is the point of carrying an unloaded gun?
If she had a permit there must have been a reason. Maybe she had been previously attacked or threatened?
It is estimated that there are in excess of 300m guns in the US. I am not quite sure how anyone could start to tackle that. Whatever you did there would be far too many left in the hands of criminals for many years to come and thats before you get to the many exceptions for people living in very isolated areas.

People buy and carry concealed handguns in order to have the capacity to shoot people.
