It is considered legitimate in cultures other than ours.
To our Western sensibilities, this practice is fundamentally wrong, but we have to remember that in a lot of cultural practices, there are societies that still live in medieval times, and their rules remain rooted in that timeframe.
So yes, it is according to ISIS, not of course according to Western society - this gulf in cultural differences is an example of why it is so hard to create any kind of meaningful dialogue in terms of stopping the hatred and violence spewing out from that culture.

Henry VII was born when his mum was 13 (conceived when she was 12; and it was her second marriage); and the age of consent was still 12 in Victorian times. The fact that his mother had no more children does suggest the dangers of this, though. Personally, I think 16 is too young, but the law, and 15-year-olds, think otherwise.
