a biting comment in the Teleg today said that of course Ed Balls kept receipts for anything as otherwise he could to claim them from parliamentary expenses
What I find more incredible is that it says in the DM newspaper the window cleaner cleans the three storey house's windows in about 10 minutes.

Linda...it appears that Ed Balls was almost certainly being honest here. How many people ask for receipts in these situations ? We should be glad that he was being candid and honest, instead of po-faced and supercilious, like Alex Salmond and Ming Campbell were on "Any Questions" last Friday.

The DM article is just a smokescreen, to try to divert attention away from the rich and infamous, who doing their money-laundering in Switzerland. When they are coming out of the HSBC Swiss, laden down with huge piles of used notes, in different currencies, its not because they need to pay their window cleaners, that's for sure !
If you pay a workman for some service or a shopkeeper for goods how is it your responsibility to ensure they're paying tax?
I've not been in the UK for a while, but I have never paid small jobs like window-cleaning by cheques. It is always in cash. That is normal and it is the same here.
If I eat at a restaurant and pay cash is that a problem? I am not my brother's keeper in this case. Up to the tradesman to declare properly, nothing to do with me. I used to declare small earnings from coaching, never anywhere near tax limit. (Lerssons were paid for in cash.)
