Two options are seemingly available: to cut Russia off from the SWIFT banking system which would be a devastating blow to the whole country of course and also would affect the west, but would completely kibosh the ability of the thieving of money from state assets which is known to go on.

It's interesting to note that the BBC's David Stern is asking the question I asked on here last week: what on earth were Hollande and Merkel thinking when they signed that agreement? Did they think the so-called 'rebels' were not going to fight on to take Debaltseve?

I knew of the Russian settlements in the Baltic States, but am surprised by the scale of it. I'm quoting Wiki, which gives the percentage of "ethnic Russians" in Latvia and Estonia as about 25% in each. Lithuania (with which Russia no longer shares a border) has 5.8% according to Wiki.
