Yeah I can tell you from experience that tissue expanders have been around for twenty years or so

but you know cute kid .... and she seems pleased

we dont see the 'before' naevus which is a pity
and the tissue stretching - doesnt increase the hair follicles - you just spread them and thin out the hair count. I think they have done an excision and a rotation on a pedicle. The scalp is especially suitable for this.
