One should only be guilty of wrongdoing if one is treating someone unfairly. Not if they are merely being treated differently. I suspect it must be difficult to legislate for fairness, so much easier to pass a blanket ban or whatever and insist one has to stick to the letter. I'll read the article later if I find time.
