Missing a drugs test does not mean he failed to turn up for a scheduled appointment.
I think it works something like this- athletes have to submit a diary of a series of 1 hour time slots for each day over the coming months when they will be available and where they will be. The testers can call round at any of those times. In practice things crop up and it's sod' law that they testers come on the day you've decided to nip to the post office to drop off a package or something
