A prisoner is found hanged ( the normal method of prison 'suicide') in their cell. It means there has been a break of prison rules. Either the prisoner had to chance to hang himself . Or someone 'got at them'. If a prisoner is found hanged it just gets put down as 'suicide' no investigation unless it is a very well known criminal. OK they may well have hanged themselves it happens a lot, but someone may have put the 'noose' on them, that happens a lot as well! These things often happen when an office who is supposed to be guarding them goes for a break and forgets to lock them in the cell or forgets to remove something like a belt or other item that can be used as a noose. The highest suicide risk prisoners have to wear 'paper' overalls and have cells with cardboard furniture to minimise the risk of suicide. Ian Brady is force fed through a tube to stop him starving himself to death, so as to prolong his suffering as much as possible!

It may seem like semantics, but Ian Brady does not wish to commit suicide, he wishes to be allowed to die, which is not the same thing.

Legally, because Brady is not of sound mind, he is force-fed because he is not deemed fit to make decisions affecting his own safety and well-being. Gromit in jail prisoners ARE NOT allowed to keep drugs even those prescribed by the prison doctor in their possession. They HAVE to attend the prison medical centre and take the drugs under supervision. They will be issued with one dose at a time and have to take it there and then in front of the doctor or warder. You can't keep even an aspirin in your cell! So if this person's death is described as suicide by drug overdose it is a cover up!
