I really dont know why we stop these people leaving. Instead we should exchange them for someone who wants to leave Syria, who is educated, speaks English, wants to work and pay taxes and become one of us.

If the father of a child has 'parental responsibility' (as he has automatically if his name appears on the child's birth certificate) it is a criminal offence for the mother of that child to take him/her abroad (even for, say, a day trip to Calais) without the consent of the father. The only exception is where the mother holds a residence order (which would normally only be granted if the parents were separated) and takes the child out of the country for no more than one month:
