Not without a crystal ball - no.

The facts are there - the man was spoken to for behaving suspiciously, and released - a situation which must happen thousands of times a day nationwide.

The police could not have know that this man would break into a house and stab the occupant - so the answer is again - no they could not have done more.

Where did the knife come from? Did He have it when spoken to,or from the house when He broke in.
