The legacy plans for the Olympic facilities always intended that they should end up being used by local teams or organisations, so it actually makes a good deal of sense that a football club based in the east end of London (and with many supporters around Stratford) gets to play there.
I can't think of anyone else who wants it who should get it. A small local amateur rugby club, for example, or a local rounders team, would never be able to afford the cost of renting/maintaining it.
I think it's a fair deal for all. West Ham only have use of it for 27 days a year and they share profit with the council. The rest of the year the council can use it for other events. I think there is a world cup athletics meeting next, Essex cricket have been involved with 20 20 cricket, etc.
