After night time lock up the wing used to stink of cannabis and the screws did nothing (except sit in their office drinking tea). Everyone was mellow, little to no violence and the screws had an easier job. Then they bought out testing and cons took to heroin because there was less chance of been caught and drugs in prison became a major problem for both cons and staff. Now they want to ban cigs as well.

Smoking in prisons is allowed as prisons are classed as 'home' to the inmates, it is only allowed in cells.
The house's of parliament are technically 'Royal Palaces' the property of the Crown. 'The Crown' is the prosecutor in any criminal case and 'The Crown' can not prosecute itself, so there can be no ban on smoking ( or drinking ) as it is impossible to enforce.
