Logical fallacy in your question:
Why Are Eastern Europeans In England Given Preference To Social Housing?
That's not what the story is saying.
Social housing for those from Eastern Europe has trebled, in eight years, whilst the amount let to UK nationals has fallen in the same period by 3%.
Now - is there anywhere in the report that details what that 3% means in hard numbers?
From what I can make out (looking at stats from the ONS, it looks like there are about 2million people in social housing. Using that as a starting point, it would suggest that 60,000 have left social housing, but that doesn't correspond with the numbers of Eastern Europeans who are now tenants.
And how do we know what numbers of people who were formerly council tenants have now bought their own homes!!!
This is all very messy. I don't think you should read too much into it...at least not without some more analysis.
