REally - at which airport or port have you seen this because I have never seen it, in or out. Even going to Jersey and back passports were checked.

And if you want to get out the country it is not difficult, just get on a boat on the South Coast and sail over to France, it's not actually that far.

Certainly does. Our instructions from Customs and Immigration when returning to our home marina from a weeks sail around Biscay and Channel Islands was to fly the yellow flag indicating Free Practique (Our boat was healthy) and to notify our approach on Marine Radio to our mooring.
We were told to tie up and wait an hour.If no customs/immigration turned up you could continue home. If you timed your entry when a cross channel ferry was docking at Weymouth or Portsmouth you could guarantee never to get a visit . I hope things have changed now.

I haven't personally seen passengers waved through. A friend returning from Spain walked through empty border checks at Manchester. As did all the plane passengers.
