The Turks seem to be admitting that their aircraft engaged the Russia plane. The Russians were attacking rebel ground positions, so you would expect return fire. The rebels on the ground over the Turkish border are Turkish controlled, so it would not get them off the hook if the plane was not in Turkish airspace.

Togo,
Nope. The area the plane was shot down is occupied by rebels controlled by Turkey. The Russians have no land based artillery in Syria, but they are supporting the Syrian Army. At the moment the plan seem to be to soften up Rebel and ISIS positions with airstrikes, and then the Syrian Army with Iranian and Hezbollah ground troops will sweep in later, probably in the spring.
// The first casualty of war is the truth ! //
Interesting stand off at the moment. Putin has just said the plane was hit 4Km inside Syrian territory and shot down from the ground. The Turks are adamant that one of their aircraft fired on the Russian jet.

Putin Statement:
// This event is beyond the normal framework of fighting against terrorism. Of course our military is doing heroic work against terrorism... But the loss today is a stab in the back, carried out by the accomplices of terrorists. I can’t describe it in any other way. Our aircraft was downed over the territory of Syria, using air-to-air missile from a Turkish F-16. It fell on the Syrian territory 4km from Turkey. //
He continued...
// Neither our pilots nor our jet threatened the territory of Turkey. This is obvious. They are fighting terrorists in the northern areas around Latakia, where militants are located, mainly people who originated in Russia, and they were pursuing their direct duty, to make sure these people do not return to Russia. These are people who are clearly international terrorists.
Taking into account that we signed an agreement on deconflicting with the US, and as we know Turkey was among the ones that has joined the US coalition. Since Isis has such huge resources of hundreds of millions and billions of dollars coming from illicit oil sales, and they are protected by the armed forces of other states, then it’s clear why they are so brazen, why they are killing people, why they are carrying out terrorist attacks throughout the world including in the heart of Europe.
We will analyse everything, and today’s tragic event will have significant consequences, including for Russia-Turkish relations. We have always treated Turkey as a friendly state. I don’t know who was interested in what happened today, certainly not us. And instead of immediately getting in contact with us, as far as we know, the Turkish side immediately turned to their partners from Nato to discuss this incident, as if we shot down their plane and not they ours. //

Putin is a gangster in charge of a country. A man obsessed by keeping his money and power intact. Now more than ever that the Russian economy has collapsed, having turned to Crimea and E Ukraine to bolster his image as a champion of Mother Russia, with somewhat limited success, he needs to play the Big Man to his own people. He's not really interested in stopping IS, or he wouldn't be bombing Syrian Turkmen positions miles from the IS areas.
He would quite like Assad to stay in power but what he really wants is to hang on to his naval base, which is not really threatened by IS.
First he said he was going to fight them, then the story was that they are going to support the anti IS rebels, but we see that they are carrying on as before. They have no business in this area: Syria stopped being a viable country with a normal govt years ago, and when gangster govts start throwing their weight into an open war situation with crowded airspace then this sort of thing is probably inevitable. We'll get a lot of huff and puff and chest beating from the gangster in chief and maybe some of his clowns from the state Duma will come on and make us laugh
And then maybe they'll be more careful next time
Or maybe not

Putin said the plane was hit by a Turkish warplane as it was traveling at an altitude of 6000 meters about a kilometer from the Turkish border. It was hit by an air-to-air missile launched by a Turkish F-16 jet. The crash site is four kilometers from the border. The plane posed no threat to Turkish national security, he stressed.

The conflicts in Ukraine and Syria are completely different and any comparison is pointless. Russia is like any other Government. It wants to keep what it has and it wants to keep its friends.
The CIA have financed a civil war in Syria, and Russia are doing the best to keep its ally in power. The US has not done anything about ISIS because they are fighting Assad. So the Russians are attacking them and all the other threats to Assad.
