All the Eastern European leaders are very unhappy about the benefit reforms and the possibility of child benefit being paid at their rate and not ours, I wonder why.

he's right, the president has no way of guaranteeing how members will vote, any more than Cameron can guarantee he'll be able to deliver a particular vote in Westminster. (How's he doing with the promises he made to the Scots?) Cameron must surely know he was asking for the impossible.
