On one hand it says women will be encouraged to give birth at home or in small midwife-led hospitals, then it says the NHS is trying to close small hospitals.
It also says that doctors will work out with women how to spend their £3,000, but Woofgang - who I am more inclined to believe - says that's just an average figure that the NHS budgeters work with.
