When you read about these things and they come to court, the perpetrators get a silly fine and a ban from keeping animals for eg 1 or 2 years. They should be banned from keeping animals for life. A cruel person isn`t going to become an animal lover after a temporary ban.

Often wonder should these crimes be reported .gives the people who did it some sort of notoriety and give others ideas .The people who did this have no one to blame only them selves and when they realise that then they may not feel so great about them selves so in the long run they are more to be pitied than condemned .

There's no evidence of the dog being dragged but rather made to run behind the van.
Given that the RSPCA, not noted for their reticence, have nowt to say it looks to me more like thoughless stupidity on the part of the vanists rather than wanton cruelty.

Nothing will happen to the owners as they're most likely to be gypsies and it's common practice for them to 'train' their dogs in this way.
