yes but surely the UK smoking ban covers "cafes" etc. So to allow this they'd have to change the law to allow smoking in some places, thus the can of worms regarding staff etc is re opened. I'm not really bothered about legalising Bob per se but surely we are trying to get rid of this disgusting smoking habit generally.
