Where does it say Tom is a Daily Mail reader, I seem to have missed that little gem?
Also as he was dealing with them face to face he would surely have a much better idea than someon who had simply looked at a picture like yourself.

I think we can sum this up confidently. Sp asked the question, 'how can they tell...'. The answer is as DB stated that readers relied on the judgment of Tom, the shopkeeper.
