Perhaps it is thought that for most women in that position the experience was punishment enough ? That they need help rather than condemnation ? If they thought society gave help before they went ahead then maybe they'd have chosen a different path.

Serial abolitions would tend to indicate someone who simply doesn't care though. One might want to treat them to different help than the rest.

If there is a valid reason for an abortion then it will be carried out legally.

If not it is the taking of a life, apart from the fact that it would encourage back street abortions, which can in turn could lead to untold complications even death for the woman.
