They are also under the impression that he is using it to run a business which is why they also declined permission.

I can’t find it now, but I am sure I have seen this story elsewhere showing, not one pond but a whole string of them such as a retailer would have ....and it does mention in the article about “running a business from the home”. I suspect that the housing association knew blooming well what he was up to but had no proof so they threw everything at it.
