Why Was This Woman Put On The Sex Offenders Register?

Serious question, I was under the impression (perhaps wrongly) the sex offenders register was to identify rapists and child molesters.
Whilst what she was doing in a public place was pretty disgusting, surely adding her to the sex offenders register is an overreaction. Or have I missed something?

Yes she should! The law was changed in 2006 and extra offences added to the Sexual Offences Act 2003, which included voyeurism, exposure and sex in a public lavatory,

The register is not just limited to offences against children however, as the definition of sexual offences under the Sexual Offences Act 2003 is extremely wide and not simply confined to offences against children.
A whole range of offences such as rape stretching as far as voyeurism can require notification – this is required regardless of the age of the victim.///

But the expression "Dirty old bag" was totally uncalled for, I was once openly taken to task by the Ed for daring to call a female criminal "a ***".
