What Does 'at War' Entail?
The French President has declared France is at war with ISIS. What exactly does this mea, do the rules of war come into effect? Can a French citizen now engage in war with an ISIS terroris?

Daesh don't actually run a country or have a government so strictly speaking I don't see how it can be classed as a war. No capital to advance on, no obvious individual to sign any surrender. I guess the French are believing that Daesh would form a government on the land they grab given a chance.
It's all very weird when a country declares war on a non-country.

The war on ISIS?
Not sure what Hollande means here.
It looks like another bunch of words...like the War On Terror (which so many gullible people got behind, forgetting that it's impossible to engage in a war with an abstract concept).
The problem with the war with ISIS is that ISIS isn't a country.
ISIS does not have a formal leadership structure which can surrender to the West.
ISIS is an ideology.
It's formed from autonomous cells.
You may as well declare a war on fog or the colour orange.
People want to hear that their leaders are going to take action. My money says that they are as clueless as the rest of us.
