A memo leaked to the Times suggests the Government has 'No Plan' for Brexit and a Negotiating Stretegy will take 30,000 extra staff, 6 months to come up with one.

I doubt they would have run with it if they didn't think it was genuine. There is an impression that the Government are needlessly dragging their feet. This memo is just going to enforce that.
I cannot judge which side would have leaked the memo. A brexiteer trying to speed up the process. Or a remainer trying to wreck it?
