The tannoy announcer should offer advice, not comment.
// Move along sir, it is illegal to beg here // is advice and is acceptable.
// You might do it in your country but you're not doing it here. // is comment and not helpful or acceptable.
A simple word with the announcer is sufficient, no reprimand necessary.

How did the man in question know that the beggar was Eastern European?
Either way what he said WAS offensive-FACT.
""We've had numerous complaints about your behaviour demanding money and begging. You might do it in your country but you're not doing it here."
So if he had knowledge that the beggar was from the UK would he have said
"We've had numerous complaints about your behaviour demanding money and begging but as you're from the UK, carry on"?
We all should agree that this is a cretinous moron and if it was up to me he would have been suspended with him spending one week with a "Foreign" beggar and one week with a beggar from the UK with his wages each week going to the beggar to "School" him on how hard things are whether you're a UK beggar or a beggar from abroad.
I'd think he would have came back to work with a new attitude towards beggars, the homeless and the less fortunate.

Lunol , //We all should agree that this is a cretinous moron//
Why should we? Because the politically correct tell us we should?
//what he said WAS offensive-FACT.//
Why was it offensive? The beggar was told “You might do it in your country”. He might. Why is it demanded of us that we pussyfoot around people who create problems? Get a grip!! It’s the same old story. Someone trying to do his job says a few words perceived by the serially offended to be out of place and he’s the one who’s castigated. This abject nonsense is creating a very wonky world.
