They made a call on the evidence they had, it was not until 6 years later that evidence came to light about an alleged fraud. At that point plod were informed and an investigation, still ongoing, was started.
These things happen, it has been dealt with and no one died. Move on.

There is a strong suspicion of an inside job. The ticket was cashed in days before the six month deadline was up, and the 'damaged' ticket must have had identifiers that only Camelot knew about. Information must have been passed to make the doctored ticket seem credible.
