Not sure there is much substance behind this story.

Someone we have never heard of, connected with the previous failed regime in Downing Street has said something, which is probably just idle speculation. There are no sources presented for his opinion (because that is all it seems to be).
Whilst a review os Schengen would be useful in light of the free movement of illegal entrants, I doubt that s pronouncement from Lord Rickets, is any proof that Merkel has changed her mind.
