It's clearly Obama with his hooter put well out of joint attemting to make trouble for Trump.
It wont work, The Donald is a businessman he wont care who he upsets and if they dont go with him then they will be fired.

President Obama, miffed at Clinton's failure to secure enough votes to be elected President forces the CIA and FBI to manufacture evidence of a Russian conspiracy, then boots out 35 diplomats risking the start of diplomatic tit-for-tat.

I'll be honest - if I had to name a US politician capable of an act of pique on that scale, it would be the one who tweets criticism of Saturday Night Live sketches at 2:30am during the Presidential race.
That would be Donny Boy.
