Vote If Proposed Council Tax Rise Is Above 4.99%

Have any councils gone down this route? It got me thinking, surely only those whose names are actually on the bill that gets sent through the post should get the vote or else it is unfair. It would be ridiculous if those who pay nothing are allowed to have a say.

Surrey's planning one but I don't think any other referenda have been held yet.
I think the Surrey rise has been dropped after the Government gave them more money to prevent an embarrassing vote.

We had one in 2015, the vote was against the extra increase.
Local "authority" is a total anachronism anyway, frankly I'd abolish the whole stupid lot. Just hire some proper administrators for each "authority" and get the kin bins emptied. Most of the the stuff they do is all but centralised anyway. They serve no useful purpose. In my own area there are 59 of these useless articles having meetings about the colour of the kazi.I know some of them personally. It doesn't matter what party they are they are all useless Titfers.
hard enough to get the bins emptied and the potholes filled as it is; god save us from having to get Whitehall to do it.
