Who Can Tell Me What This One-Off Tv Drama Was?

This is a really long shot but here goes.
I’m trying to recall the title of a slightly surreal one-off TV drama, probably BBC or C4, from around the early 1990s, maybe late 80s. Unfortunately I can’t remember any cast so can’t search for it that way. It was set in an organisation in which the staff were all quite downtrodden and ruled by a strict CEO, a very schoolmistressy woman who only ever addressed them via a TV screen , never in person.
Eventually it’s discovered that this company doesn’t actually do anything. It just exists to keep its staff employed. There’s growing unrest and they rebel against the on-screen boss woman. A really silly bit I remember is when she appears on the TV screen and angrily demands they return to their desks and get back to work. The guy who’s led the rebellion grabs the TV screen and shakes it in anger – and, ridiculously, on the screen we see the woman also shaking from side to side and yelling at him to stop. Even more absurdly, it then cuts to where she is actually sitting at a desk with a camera pointing at her, while she flings herself from side to side while yelping and squealing.

It was definitely British, and at that time in the late 80s/early 90s when the single TV drama was still part of the currency of broadcasting. Believe me, I've wracked my brains to remember anyone who was in it, to give me a handle for a search, but have drawn a blank so far. I haven't approached BBC or C4 as yet but it's an option.
